Can 2 separate corporate JIRA instances clone and share projects in full ?

Hi all, my organization are determining whether to bring in JIRA or DevOps for managing projects. Our vendor uses JIRA, can we clone projects that we both work on ? Does JIRA neeed to be cloud based for this Deep Cloning ? What are the pro's and cons's ? What are the costs for JIRA with Zephyr and Cloning capabilities please ?

If you decide to go with Jira Cloud, you could use our app.

We have just released an update for Deep Clone for Jira that enables you to clone whole projects, including their configuration for different schemes between different Jira instances.
