I have Released a Product Version say abc1.0 in JIRA on November 1st 2017. Can I tag abc1.0 to a fixversion on a JIRA Story later 20th November 2017?
yes, you can do it i.e. Use an released version on a new/later ticket as the value in the fix version field. There is an open ticket in JIRA to not allow it.
