Hello, JIRA license includes 12 months maintenance of updates and support, your license will be valid in any JIRA version released during this period. You can always get latest version from http://www.atlassian.com/software/jira/JIRADownloadCenter.jspa

If for some reason you need older version you can download it from archive: http://www.atlassian.com/software/jira/ArchiveDownloads.jspa

Note that license is compatible with JIRA 4 or above it will not work with JIRA 3.

You can use a new licence on an older Jira. But why?

@Jim Birch: One guess could be that they might be reliant on obsolete plugins that are no longer compatible with newer versions
