We are able to accomplish this task in DC with banners, but Cloud doesn't seem to have this functionality at all. Is there a way we can do this?

Welcome to the Atlassian community.

Do you mean you want to limit the types of links that can be selected (i.e. relates to, duplicates) that can selected when creating a link between one issue and another?

If so, the answer is no, that cannot be done currently in the Jira Cloud environment with native functionality. There is a change request about it:
