which team should own JIRA ?

JIRA was designed as an agile engineering tool, but expend and scaled into an enterprise system pretty soon. Many instances start from a DEV or QA group, then used by the broader audience from other team of the company (marketing, administration...), So in your company which team owns (admin) JIRA?

You already mentioned that Jira will be used at the enterprise level. The answer should then be C. Your organization should create a governance team that reviews and approve changes BUT must also perform in an Agile manner as to not hold back any implementations to the application.
