Go to:

Jira settings > Issues > Permission schemes

In there you can set what project role/groups/users that have access to your project.

If you want to restrict a user to only one project you need to restrict all other projects to project roles/groups/specific users and not the default "any logged-in user". 

With a good permission scheme you can set a browse project permission to your specific user :-)
