Project individual Custom Fields configurable by project administration?

Is there an Add-On or way to acceive the following?

• Setup a Custom Field (single/multiple select, radio, checkbox) as Jira administrator.
• Allowing project level administrators to organize Custom Field values for their own projects.
• Every project has its own Custom Field values, values from other project does not interfere or shows up. There are no duplicates, when a specific value is used in more than one project, the same value entry is used in all affected projects.

Possible implementation:

• Dynamically "disable" (static feature is available in Jira Software v7) Custom Field values not relevant for the currently viewed issue (which is bound to a project).

Benefits:

• One single Custom Field for sceens, workflows, field configurations.
• More importantly: one single custom field for searches (JQL).
