When you restore a Cloud download, you get a default system account created so that you can go in and change other users passwords are required (remember that your download contains users, but not the Cloud infrastructure that supports them).  See https://confluence.atlassian.com/adminjiraserver071/migrating-from-jira-cloud-to-server-applications-802592270.html for the admin details.

You do have a database behind JIRA, but I imagine it's the built-in h2 database that isn't suitable for production.  You can reset the passwords in there (if the above doesn't help) with https://confluence.atlassian.com/jira/retrieving-the-jira-administrator-192836.html
