Single Select in Jira form is blank for non-admins in the jira service project

I have a jira form in a service project that is not connected to any jira fields. The single select will not display any users to select for jira users who are not admin in the project. I am trying to figure out why this is the case.

Do the users belong to a group that has the Global Permission for Browse Users and Groups?

I figured it out it was the setting for customer sharing. Needs to be customers can search for users in the project and organization.
