Hey,
We have in workflow bunch of statuses that comes before To Do.
After adding the additional statues, default status is the first status from the workflow
Is it possible to change it to To Do?
Current Workflow
In Design
In Product
Ready for Dev
Todo -> We want this status to be default

Are you sure these statuses come before To Do in your workflow?
The status issues go into by default when you create an issue, is the status the Create transition maps to. This is marked by the line that goes from the big grey circle into that status:
So, by default, when you hit the create button at the top of your screen and create an issue into this workflow, it should always land in to do.
Unfortunately, to complicate things, Atlassian has made it possible to create issues from a board in any column, thus allowing you to create issues directly in any status an bypassing the default setup.
You can eliminate that behaviour by removing the global transitions into each status (these are the ALL boxes with an arrow to each status) and replacing them with direct transitions between statuses. That way, your workflow becomes more of a process than just a bunch of statuses that are randomly put together.

Regarding what you wrote.
We have 5 status which don't have workflow. I mean you can assign this status anywhere.
What needed is, in "create" screen.
Status will be "to do" instead of "waiting for product"

Well yes, that is what I tried to explain @yosi hatem. As the info message below the status box in your screenshot says:
This is the issue's initial status upon creation
Look at your issue type's workflow and connect the initial transition to the to do status instead of Waiting for Product. Like in the screenshot I included.
If you are using a team managed project, the initial grey circle will be something that says Start instead, but the idea is the same.

you can set TO DO status to be the default one when a new ticket get created.
