I would like to avoid that every one can create a project.  We have all team managed projects but I would like that only the administrator can create a project based on a request.

Hi Gunter - Welcome to the Atlassian Community!

You can go to Settings > System > Global Permissions > Create team-managed projects.

There you can identify who should have that permission.
