I've added a client to a project. I can view the profile when I search People in the menu bar and can view her name on the list of people on the project.

However, when I try to @ her, her name does not pop up.

I have emailed her an invite link and she has accepted. I'm not sure if there is one more step required but I have not seen any documentation saying so.

Has this new user actually logged in and accessed the Jira system at least once?

Yes I am able to mention everyone else.

And I can't speak to if she has logged in and accessed anything yet. I have requested her to do so and will update here when she does.
