I have been building projects using standard templates, but there are often elements of one project type that I want in the other project type. For example, I want to use the Document Approval template, But I would like to have the Backlog feature, as a choice too. Is there any way to include these elements, or is the only way to make a component project?

When it comes to project templates, currently, it’s not possible to create custom ones.
The Document approval is a template of Jira Work Management and the backlog is available on Jira Software projects only. So, even if it was possible to create a project template, there are some features that are specific to each product and it will not be possible to combine them.
There is a feature request suggesting the implementation of the ability to create templates:
