Welcome to the Atlassian community.
To make additional users Organization Administrators you must already be an Organization Administrator. Only Organization Administrators can grant that access to another user.
The exact steps to execute depend on the type of User Management that is enabled for your Organization.

Inquiry on how to change organization administrator
Since I am not using an account that is set up as an organization administrator, I would like to add the site administrator account to the organization administrator role. I would like to inquire how to add it.
