Two Automation rules in one

[Sai Saveen Aminigadda]

i created two rules.

1. this one can comment if there is no response from reporter within 3 days

2. This will make auto transition the issue when there is no update within 5days.


both rules are not working on same issue.

Could someone guide me to execute this rule.

Is there any way to write JQL condition  for "LastCommented != IT Group" instead Reporter !={{issue.comments.last.author.name}}.
So that i could use these two rules individually.
