I have a workflow postfunction the changes original estimate, remaining estimate and Time Spent (aka TimeTracking).

What are the JIRA permissions that affects changing these fields?

Well...part of it will depend on what you are doing. If it is just editing of issues, "Edit Own Worklogs", "Edit All Worklogs", "Work on Issues" and "Edit Issues" are all involved.
