Notification scheme by users?

I see that is possible to customize the notificacions  for an specific project but,

Is it possible to assign a notificacion scheme to an user or a group? 
In my company I have several users that do not need to be notificated at all so... The emails are bothering them. 

How can we do it?

No, notification schemes are assigned to projects. As @Alexey Matveev said you just need to be selective about the roles/groups you send notifications to.

You should add user, groups or roles (roles preferable) to the project notification scheme. In this case users will get notifications only if they are defined to the event.
