May I make one add-on for server and cloud

I want to develop add-on for Jira, but I am confused in Server and Cloud. Can i make one add-on for both.

If they are different, could you please give me tutorial urls for both?

No, the fundamental structure of a "type 2" add-on and a "Connect" add-on are totally different.  You could share code in some parts, but they're packaged in totally different ways.

The docs make that clear, but to repeat them, you would write a "type 2 plugin" add-on for Server and a "Connect" add-on for Cloud.
