Apparently, the error was a red herring but we are now moving again. We made two corrections:
1) certificate was not copied to the new installation
2) tomcat’s server.xml config file did not have 8443 port open
Can you provide more information and give us stacktrace or screenshot of JIRA after starting?

I could read this two ways - one response is "yes, JIRA installations usually fail because the user makes an error", but I suspect you mean it's failing and reporting some sort of user related error?
If that's right, could you expand on it? Tell us what the error is and at what point in the installation it happens?
