Issue jumps to description when loading in Browser

We have a project in our JIRA instance where if you load an issue via link the browser view jumps to the Issue Description field so people don't see the version etc in the viewable area of the browser. 

In other projects we don't have that behaviour.

How can it be fixed?

After a little more investigation I have found out this only affects issues with attachments in JIRA 7.1.4 

Can this be configured?

Is this a know bug?

Do you have a custom javascript loaded on the page because of a customization you have done? I would look for custom fields or injected javascript available only in that project to see if something is messing with the normal behavior.
