Issue commented from reporter - assignee don't get email notification

We upgraded Jira Core from 7.13 to 8.5.1 and since then we don't get notifications when reporter comments issue from the portal. 

 

We reviewed the settings and they seem ok. 

Setting:

Issue Commented(system):

-Current Assignee

-Reporter

-All Watchers

None of these gets a notification when the reporter adds a comment.

The reporter gets all notifications from Jira Service Desk Agents.

 

Are we missing something?

We already did. It seems all OK.
