Inactive User vs User without Licence

Hey,

for our User-Management we have Jira setup with our AD. Additional we user the Jira internal Directory for external Users.

If we remove AD-Users from the User Object Filter than these Users will be automatically marked as inactive. Thats what we expected and completely fine.

For disabling Users in the internal Directory we removed them from all groups. Unfortunately these Users wont be marked as inactive.

Why? These users cant login and didnt have any license left. Whats the reason behind that they wont be automatically marked as inactive? And what difference is left if we manually edit the user and uncheck die "active" button?

If a user is marked as inactive then the account will not be able to do anything in Jira or associated applications. An account that has had licensing removed will be able to do certain things depending on what applications you have.   For instance if you had Jira Service Management a deactivated account would not be able to raise a request where an account that is active would on a public service desk.  Inactive accounts will also not get notifications.  Deactivating accounts ensures that the account can not do anything and is just an added step for security after removing licensing.  You can also deactivate an account and without removing licensing so you can quickly bring someone's access back if needed later.
