We are working on importing data from an older version of a jira server. Once the import finished, we noticed data was missing, specifically anything within the last few days before the import was performed. What could be causing this issue and how can we ensure all the data is captured? Is there a setting?

Can you please explain the steps followed by you to export the data from your old Jira server and then importing the data to new Jira Server?

We ported all of our data from an older jira server (version 7.0.2) into a database. Then imported said database into the newer instance of jira server with https enabled ( version 8.3.1). We are using SQL DB version 12.00.4522.

You'll need to explain "ported all of our date in to a database" in a lot more detail, along with your "import" process.
We need to know what shape your data was in, and what you did with this database to try to import it.
(For what it's worth, https is irrelevant, as is the database version as long as it is supported by Atlassian. Also "SQL DB" tells us nothing - most databases support/use/implement SQL)
