How to order issue types below epic in custom hierarchies?

I am trying to add a new hierarchy level in Advanced Roadmaps.  Basically, I want to do Epic -> Story -> Work Item (task, bug) -> Subtask, much like described in this community question and following the official answer.

However, as far as I can tell, the UI does not let me insert the new level between existing levels. I can't set the level number directly, and I cannot drag and drop/reorder the newly created level below epic, story, or sub-task.

How do I get the work item level to be placed below story?

(Note: although "Product Plan: Standard" is checked on this question, we have indeed purchased "Product Plan: Premium" specifically to access this feature.)
