Is there any way to create a global timeline in JIRA? For example, if i create a master template and share process configuration to multiple project from that master template; can i also share timeline setting from the master template. Another word, all other projects should inherit the timeline from Master template.

Are you using Team or Company managed projects?
If you are using the latter then you can just create a new board that has a filter that pulls in all of those projects then make a Plan that includes them all. Or just a plan. However you need Jira Cloud Premium
For Team managed I do not believe you can do this unless it has changed recently.

Thank you Clark. Yes, at this moment we are using trial version of Company managed project and planning to officially migrate all our projects from ELM to JIRA in near future.

To add on to what Clark's saying - if you are using company-managed projects, create a board with all of the projects that you want to have the plan for. Then you should enable the 'roadmaps' feature so that you can create a roadmap for all of the issues in those projects.
That should be able to help you visualize your work.
