Getting Error Updating Active Workflows with New Transition

I am attempting to add a transition 'Reopened' back to the start but it is erroring out that I cannot perform this operation on a draft workflow. Very odd as any workflow that you start to edit is a draft.

There are limitations on editing workflows. But there are workarounds. Kindly read this article
