Error connecting to database during installation

Currently installing JIRA on Ubuntu 16.04.4

When testing the database setup through the wizard (Test connection), I am getting:

Error connecting to database

Communications link failure The last packet sent successfully to the server was 0 milliseconds ago. The driver has not received any packets from the server.

Connection refused

As far as I can tell, mysql is running and the database/user have been created.

 

Where can I find more specific info about the cause for this message?

Have you tried checking the database server connectivity from operating system perspective? Also try going through some of the suggestions here

There won't be any additional details from JIRA's log, the connection is refused by MySQL.

Is your MySQL on the same server or on a different server? and what is the bind address configuration on your MySQL server? Can you also show us your setting in the wizard?
