Creating a new 'Assignee'

Hi, I would like to create a generic 'Assignee'. I don't want them notified, linked, charged. I purely want a generic "Client" Assignee that I can add to their respective tasks in a project plan for our reporting and reference.

So each new project we create I can add "Client" to specific tasks.

My question is: do I have to pay for this? Is there a license fee for Assignee's that are purely generic placeholders?

We are a start-up and need to keep our costs down until we have established a base.

Yes, you have to "pay". 

Each one of these dummy users will consume a licence, as they need to look like valid human-backed accounts in order to be used, irrespective of how minimal their interaction may be.
