To give more context, I'm interested in notifying on-call people when a new ticket is being created via WhatsApp integration.
I would also be interested to know if these WhatsApp messages can be customized and sent depending on priority. Also the message should not be sent upon modifying the ticket resolution except for Fixed/Resolved.
As an example:
Team A creates a ticket with an issue. Team B receives the message via WhatsApp that a new ticket with prio/severity X is opened. Someone from Team B gets assigned on the ticket and starts resolving the issue.

It is really a nice feature which will be useful for the people, unfortunately, Atlassian does not have this as of now but I can see lots of people are requesting this.

I saw that thread and read it, but it was quite the opposite, at least from my point of view. People are looking for opening tickets with Whatsapp, while I'm interested in notifying people via WA about open/reopened/new tickets.
But could that be done with Telegram, since there's is an integration available with Telegram?

without further knowledge and insights on this the basic tool with Jira when integrating external solutions are WebHooks and REST API.
In case Telegram is able to support one of the approaches (I admit that I did not check) it might work - at least with some coding on your end.
