Can i develop a plugin for jira cloud and install it on cloud with out me having to host it?

I wanted to develop a plugin for my company to use it to manipulate issues, i was wondering if i can develop it and jira would host it for me.

Unfortunately no. cloud apps need to be hosted by you in your infrastructure.

wat if developed it using java and can i not just drop the jar file and it will work?

Where are you going to "drop" it?  Cloud doesn't take uploads of add-ons, the Connect framework is totally different.

In Jira cloud you can´t drop the jar file, you do not have control over the server that serves your Jira application.
