what is the best way to migrate the data from a non-Atlassian service desk product to Jira service management?

 

The client has Maximo service desk (IBM) and would like to move to use Jira service management hosted on Data center.

 

so we would like to know the best way to migrate their old tickets & solutions & CIs & groups & service catalogs & org hierarchy.

You will have to try this via CSV Import method by preparing a file in format described here

https://support.atlassian.com/jira-service-management-cloud/docs/create-issues-with-the-csv-importer

Export existing issues/tickets from the tool and format / prepare the data for import.

You also have the option to choose Atlassian partners who can help you with migration or the add-ons

Does the CSV option support "Attachments" migration?

 

in this case do I have to use a plugin or there is an out of the box functionality could support the migration process?

Yes, it does support migration of attachments and going with add-on costs or solution partner will make sure your migration journey will be easy
