Welcome to the community. It is my understanding that currently SmartValue usages are for Automation rule and not for FORM configuration.
You can also reach out to Atlassian Support (https://support.atlassian.com) to see if there are any update on having this functionality in FORM configuration in the pipeline.

Haven't seen it used in forms. It's mostly used in automation like if you like to add it in a notification, e-mail, or a comment. For example, when a Jira ticket is created that has that form, you can send a slack message with the issue smart key.
