As there is no ability to import tested project changes into a production environment, what is the recommended development and change control process for Jira Cloud?

Repeating the build steps performed in a test environment?

  Welcome to the community.  This is a great question.  When we were hosted on prem with have a test, stage and production environment to migrate changes from.  In cloud this has been a bit of a struggle.  Since majority of the items we make changes to are project related and do not impact our full cloud instance we implement changes in a test project and then migrate them out.  Major central changes that are across the board are very limited and do not happen that much but when they do we do not have anyway to test them prior.

How do you 'migrate them out'??

If you are building something for a project it is as simple as replacing the scheme in the other project. (Permission, Issue, Screen, etc.)
