Do i need a global admin permision to create an automatation rule?
In regards to using Jira Service Desk which has automation: You don't need to be a system admin in Jira to do this. However you do need to at least be an administrator of that project, and have application access to Jira Service Desk (which consumes a license seat and in turn that user is in the Agent role for Service Desk).
