I was wondering is there any way to disable or restrict the filters on the requests view on portal where users see all the requests in the organization. I can't find the exact page in the projecy for that

There are no settings to disable the filters. However, they are restricted by default. People are only able to see requests:
First of all, make sure that you don't assign people to organizations they don't belong to.
Second, there is a global setting in Jira Service Management that enables/disables ticket sharing with peoples' organisations by default. You can find that under <your site>.atlassian.net/secure/admin/SDConfiguration.jspa - organization management:
By setting Should new requests automatically be shared with a customer's organization to 'no', you avoid that every created ticket becomes visible to all people of that organization.

First of all, why would you want to restrict the filters, usually users want to have more?
Out of the box, I don't think it is possible.
