accesses to specific issue type requests only for single user

I have 3 users and 2 issue type , the queues shows all issue type requests for all 3 users 

what I want is the queue show only the first issue type requests for the the first user and this user have accesses only to this issue type , and the second type to the second user and the third user can monitor all request whether the issue type is 1 or 2 .
