Is there a way to view history or logs of any users, admin included to see if they view certain projects/tickets? This is for security as there are private information in certain projects.

Jira does not track user activity like that.
If you have private information to try to hide, you should be looking at the project permissions and issue security to secure it before it is seen, not track it later.

We have setup the security to prevent users form accessing the content. We would like to make sure that even ADMINs are not allowed to access this information. Because there are ADMINs, we would also like to know if they are even trying to bypass these settings.

Administrators can always get to it, because they can always amend the permissions and security.
You have to trust your admins, you have no choice on that - if you don't trust them, don't make them admins.
You can see some tracking of config changes made by admins in the admin audit logs.
