I have a user who has the Charm Administrators role.
Edit permissions are set as:
Edit Issues
Ability to edit issues.
Project role
Charm Administrators
TM Administrators
Charm Users
TM Users
Project role of the user is Charm Administrator.
Using the permission helper I see:
Permission: edit Issues
Permission name: Edit Issues
User: 34028342304
Project: Project name
Permission scheme: TCM common Permission Scheme
Issue:XXXXX
Status: USERNAME has the 'Edit Issues' permission
But still he cannot edit the issue.

Has a property been set in the workflow on the relevant status?

Hmmm. Problem might lie there:
Issue is an inittiative.

Objective
But no actions is set for initiative. Could that be the reason?

Also, please take a look at the Properties of the status in the workflow. It might be that the status does not allow editing.
