User cannot be assigned to issues

I have a user added to my team , but i can't assign him to issues. 

I get an error "ug:4d9d9df7-414a-402e-967d-995c01586224" cannot be assigned issues. 

I'm sure is something with permissions but i can't figure out what ?

The user has permissions for all 3 levels including Administration. 

An other user added the same way works fine.

Run the permission helper to check why they cant be assigned the issue

 Within jira but outside of the project issue hit period "." on your keyboard to open the Admin shortcut menu and search for permissions helper. Alternatively you can click the gear icon in the upper left corner, select system under the Jira Settings section. Scroll down and on the left hand side is the permission helper.

  • Enter the user's name 
  • Select a issues from the project or the issue you want to assign to them
  • Change permission to Assignable user
  • Run the permission checker

One thing im seeing is the ID you entered starts with ug: which im not positive but might represent the ID of a user group and not the ID of a user but again not positive on that at all, just a thought.

Thank you that was the problem the user has not done the procedure correct and does not have a Jira Service Desk license and Service Desk Agent permission on this project.

Check the permission scheme for the project - is this user in a group/role/etc that has been named for the "assignable user" permission?

Hi Nick, 

I have the same issue and all of the permissions are fine!

I have run the permission helper and shows me: 

Jira Service Management has overridden this permission

The user must have a Jira Service Management license and Service Project Agent permission on this project.

But this is not true!

Is there another place that I can check?

The only difference is that I have created new Project Role and assigned it to the project permission scheme.

It is true.  To be assigned an issue in a JSM project, the user must be an Agent.

I had forgot to give Service Project Agent permission!

Now its OK.
