When I update tickets in Jira, Jira is sending me emails saying someone else (Jira administrator) made an update to the ticket instead. I've looked through the notification settings but I can't find anything that would cause this. Any clues?

Are you sure you do not have any automation configured that might trigger the notification? The automation perform actions in the issues, you need a user to perform this actions, usually a jira admin robot of some sort and sometimes those actions trigger notifications.
