Unable to restrict notification using notify REST API

The notify REST API (POST /rest/api/3/issue/{issueIdOrKey}/notify) has a parameter that allows to restrict the recipients of a notification.

restrict

NotificationRecipientsRestrictions

Restricts the notifications to users with the specified permissions.

 

Seems like this parameter is not working. Notification still goes to everyone in the watchers list even though the restrict parameter is set to certain group(s)/permission(s). Any idea?
