you can create a user picker custom field to choose the user similar to assignee field.

To do, please follow the below steps - 

1. go to settings->issues->custom field-> choose user picker custom field 

Create a custom field | Atlassian Support

2. add the user picker field created to the issue screen.

Thank you for the response. Yes got it , we can add a custom field of user picker field but what if we need to add multiple users for the same field.

Similar to single user picker, You have multi user picker custom field, you can make use of this in that case.
