Stop Updating Ticket last updated time for customer comments

We don't want to update the ticket Last Updated time for the customer comments.

Is there any possible way to stop updating Lats Updated time for the customer comments ?

No.  The whole point of the field is that it tells you the last time a human or remote system interacted with the issue.
