So I created several request types and I created some groups before I realized that the groups do not work in the way I had hoped.
I have three groups, employees, managers and HR/OPS and I was hoping to restrict access based on groups that I could organize the users into.
That is pretty obvious to me now not what the Portal groups is used for.
Is there a way to do this?
Can I restrict user access to content based on groups that I can define?

It's not possible to do that. Portal groups is only to group your request types. You don't have any other options to configure them. I know... it's weird.
In JSM Server, you can use our app Extension to limit the visibility of request types. Unfortunately, we can't provide this feature for cloud due to technical limitations from Atlassian side.
