Hi, we are running JSM 5.4.11 on server.
Since 5.3.x the login-free portal should be available but the option in the global JSM configuration page is not visible.
Any ideas?

As per this suggestion, it should be available for all versions above 5.3.0, but if you are not able to see it then reach out to atlassian support, they should be able to answer.
This setting is JSM configuration permission. See JSM Configuration setting under main Applications setting.

As @Vishal also mentions, you should raise an issue at Atlassian Support in this matter.
