Invited a new user, see them in the administration -> users, but they do not show in the project under the people list. I also cannot assign them to a ticket.
* Atlassian administration -> Manage Users -> Click show details link for user:

Roles - Basic
Groups
* Click [. . .] -> View Jira project roles
My Project -> Service Desk Team - Enabled
It seems to have resolved itself. Everything is working as expected now.
I'm experiencing the exact same problem in our cloud instance. Issue started since today. I wonder if it's caused by the current open issue with delays: https://jira-software.status.atlassian.com/incidents/x5yqyntc3kys

I'm seeing the same issue. A brand new user is not visible in the team directory and cannot be assigned any issues. However, the user can log in and assign itself an issue.
