Invited a new user, see them in the administration -> users, but they do not show in the project under the people list. I also cannot assign them to a ticket.

It seems to have resolved itself. Everything is working as expected now.
I'm seeing the same issue. A brand new user is not visible in the team directory and cannot be assigned any issues. However, the user can log in and assign itself an issue.

Go into your User Management portal and make sure the user is active and is assigned to the appropriate product (i.e., Jira Service Management, Confluence, etc.)
