Can new users be created in Service Desk on the fly for a first time user? We have Service Desk embedded in our product and would like to use the user id and passwords we have now to create users in service desk.

If by "users" you mean agents, then no, you can't create them in bulk. Each user, when invited, should create their own Atlassian account.
If by "users" you mean customers, then yes, you can create them in bulk but not with your password. They have to create their own account https://support.atlassian.com/jira-service-management-cloud/docs/add-customers-in-bulk-to-your-service-project/
