If you go to Admin > System > Backup Manager, there is an option to Create backup for Server.
Note though that if your cloud instance has any Next-gen projects, you will need to migrate all project data to non next-gen projects and delete them before being able to create a backup for server, as Jira Server does not allow next-gen projects.

Yes that is possible technically, however please make sure to check for all the plugin you have installed in the source JIRA, if they do support migration. This is very important as without this validation you might end of loosing plugin specific data in the migrated instance.
