I would like to allow customers to see the assignee of their issue/get an email alert when it has been assigned.
I cannot see how to have this as a notice or make this visible (so that it comes under the visible statuses for the customer to get emails about.
can someone assist?

Out of box Jira service desk does not allow you to show the assignee on customer portal. For that you have to implement some automation using plugins like Scriptrunner or JSU. Let say on issue assignee update listener you may send notification to customer and copy assignee field to other user picker field which visible on customer portal.
