Welcome to the community. I agreed with @Ste Wright stated, you will need to evaluate the Atlassian env that you want to use. I also vote for the Cloud env as the env provides most features for Jira/JSM product lines from Atlassian.
I would say that you should obtain the free subscription for the product first, then you can conduct your data migration from your existing system into Atlassian's product. The largest portion that you need to spend your time on will be a complete data analysis within your existing system to determine what data are for the possible migration first.
In addition, you need to get a full understanding of JSM at the same time. Here are a few links to get you started -
Without a full understanding/analysis of your internal system completed, you cannot even attempt to conduct data migration.

as this is a community there won't be anything provided here. Also Atlassian does not provide an importer or something.
Besides CSV import, you could also utilize the REST API so transfer the data.
In terms of migration between two tools, I would recommend thinking about a slow transition, with opening new requests in the new tool and closing old requests in the old tool. Migration data between two different systems is always a lot of work and you should have a clear commitment to invest this amount of time/money.

I would say though that Atlassian is Cloud-first, so does have some additional features like Atlassian Intelligence (AI), Confluence Whiteboards, etc. If Cloud can work for you, it's a really great option.
